Yes — it’s a perfect time for exchange brokers to expand into off-exchange sales. However, only Individual & Family off-exchange sales are eligible for bonuses.
Qualifying sales include new individual plan enrollments that take effect from July 1 - September 30 for Individual and Family PPO Basic plans, Individual and Family PPO Premium plans and DeltaCare USA (off-exchange plans). Small group and mid-large commercial plans are not included.

Yes. Incentive payments are considered taxable income and will be included in the appropriate tax documentation issued by Delta Dental in accordance with federal and state requirements. You’re responsible for any applicable taxes associated with incentive payments.
Brokers must be registered and actively licensed and appointed to be eligible for the bonus. Plan enrollment sales will be tracked based on the existing broker number currently assigned to the agent or agency.
Incentive credit follows the broker of record associated with the enrollment in Delta Dental systems. Only one broker will receive incentive credit for any individual policy, based on standard commission and attribution rules.
Only valid, qualifying enrollments that take effect from July 1 – September 30 count toward the incentive. Plans that are rescinded, retro‑termed, canceled within the required active period, or deemed ineligible during validation will not qualify for incentive credit. All bonuses are subject to final review and verification before payment.

These Program Requirements and Terms govern participation in the Delta Dental Individual Plan Sales Bonus Program (“the Program”). By registering for or participating in the Program, each broker acknowledges that they have reviewed, understand, and agree to comply with these Program Requirements and Terms.
1. Eligibility and Registration
The Program is available only to active brokers selling eligible individual dental plans in Alabama, California, Delaware, Florida, Georgia, Louisiana, Maryland, Mississippi, Montana, Nevada, New York, Pennsylvania, Texas, Utah, West Virginia, and the District of Columbia.
To register for, participate in, or receive any bonus under the Program, brokers must be active, properly licensed, properly appointed, authorized, and in good standing with Delta Dental for the applicable product, line of business, and jurisdiction at all relevant times, including at registration, sale, bonus calculation, and payment.
Participation requires timely registration during the designated registration period. Registration alone does not guarantee eligibility for, or payment of, any bonus. Bonus eligibility remains subject to final validation, satisfaction of all Program requirements, and compliance with these Program Requirements and Terms.
The Program is void where prohibited or restricted by applicable law, regulation, regulatory guidance, appointment requirements, or Delta Dental policy.
2. Eligible Sales and Products
Eligible sales are limited to new individual dental plan enrollments in eligible 2026 products, including PPO Basic, PPO Premium, and DeltaCare USA plans.
Eligible activity does not include health care exchange (Marketplace) plans, renewals, policy changes, plan modifications, renewals, coverage for the agent, or other non-qualifying activity.
3. Bonus Qualification, Calculation, and Payment
Bonus eligibility is based on qualifying new enrollments that occur during the bonus period, have an effective date between July 1 and September 30, 2026 (“Bonus Period”), and remain active for at least 30 days. Enrollments that do not satisfy all Program Requirements and Terms are not eligible for bonus payment. Bonus payouts are calculated based on enrollment date with additional validation tied to effective date and plan persistence.
Bonus amounts are not cumulative across tiers. Brokers will receive a one‑time payout based on the highest tier achieved at the end of the Program period, determined by the total number of qualifying plans enrolled. The tier dollar amount represents the full payout for that tier and is not added to any lower tier.
Bonus calculations will occur after a validation period to allow for late Bonus Period enrollments to settle and final incentive payments are expected to be issued by the first quarter of 2027.
All incentive payments are subject to final validation and compliance with these Program Requirements and Terms. Delta Dental reserves the right to review, adjust, withhold, suspend, reverse, recoup, or deny incentive payments for enrollments that do not meet Program Requirements and Terms.
4. Compliance with Law and Delta Dental Requirements
The Program and any incentive, bonus, supplemental commission, reward, or other compensation described in connection with the Program are subject to all applicable federal and state laws, regulations, regulatory guidance, bulletins, Delta Dental policies, producer agreements, appointment requirements, and approved sales and marketing practices.
Nothing in the Program alters, limits, or waives any legal, regulatory, contractual, licensing, appointment, disclosure, or compliance obligation of any broker. Program features, eligibility requirements, calculation methods, payment timing, and available compensation may vary by jurisdiction, product, market segment, producer type, and applicable law. Certain Program elements may not be available in all states or for all products. Where state-specific or other applicable requirements apply, those requirements control.
If there is any conflict between these Program Requirements and Terms and applicable law, regulation, producer agreement, appointment status, or Delta Dental policy, the applicable law, regulation, agreement, appointment status, or Delta Dental policy will control.
5. Noncompliant or Ineligible Business; Audit Rights
No payment shall be earned or payable to the extent the underlying business was solicited, submitted, placed, marketed, serviced, renewed, or compensated in violation of applicable law, Delta Dental policy, appointment requirements, disclosure requirements, or approved sales and marketing practices.
Delta Dental may require broker certification of compliance, supporting documentation, and cooperation with audits, reviews, or investigations relating to Program eligibility, compensation, disclosures, appointments, licensing, marketing practices, sales practices, and legal compliance.
Failure to provide requested information or evidence of compliance may result in suspension, denial, adjustment, reversal, or recoupment of Program payments.
6. No Rebates, Inducements, or Unauthorized Consumer Representations
Nothing in the Program authorizes any broker to offer, advertise, promise, provide, or fund any rebate, inducement, gift, card, coupon, service, discount, premium credit, fee arrangement, charitable donation, raffle, drawing, or other item of value to or for the benefit of any applicant, insured, certificate holder, employer, plan, member, or other consumer, except to the extent expressly permitted by applicable law and specifically approved in writing by Delta Dental.
No broker may represent to any consumer that the Program affects premium, eligibility, underwriting, claims handling, coverage terms, benefits, or product availability, unless such statement is expressly included in Delta Dental-approved materials.
7. Broker Responsibility for Compliance
Each broker is solely responsible for complying with all legal and regulatory requirements applicable to their sales, solicitation, negotiation, marketing, servicing, compensation, and disclosure activities including, without limitation, producer compensation disclosure requirements, anti-rebating and anti-inducement rules, unfair trade practice laws, appointment and licensing rules, advertising and marketing requirements, and requirements governing fees, bonuses, gifts, or other things of value.
Each broker must provide all disclosures required by applicable law to purchasers, insureds, applicants, employers, plan sponsors, members, and other consumers, and must use only Delta Dental-approved materials and communications in connection with the Program.
Each broker further agrees to indemnify, defend, and hold harmless Delta Dental and its affiliates, officers, directors, employees, agents, and representatives from and against any claims, losses, liabilities, damages, penalties, fines, costs, and expenses, including reasonable attorneys’ fees, arising out of or related to the broker’s participation in the Program, noncompliance with these Program Requirements and Terms, violation of applicable law or Delta Dental policy, unauthorized representations or communications, use of non-approved materials, or sales, marketing, servicing, compensation, or disclosure activities.
8. Program Changes, Suspension, or Termination
Delta Dental may interpret, amend, suspend, or terminate the Program, in whole or in part, at any time and without prior notice, subject to applicable law. Participation in the Program does not create a vested right to any future payment, continued participation, appointment, producer status, distribution access, or continuation of any compensation methodology.
Important: All incentive payments are subject to final validation and the official Terms & Conditions of the Individual Plan Sales Bonus program. Delta Dental reserves the right to review, adjust, or deny incentive payments for enrollments that do not meet program requirements.
