Tom Leibowitz, Senior Vice President and Chief Actuarial Officer, Delta Dental of California

Tom Leibowitz is Senior Vice President and Chief Actuarial Officer for Delta Dental of California, an enterprise that encompasses 15 states and Washington, D.C., overseeing the organization’s 90 actuaries, underwriters and analysts.

Tom has three decades of actuarial experience in both industry and consulting, with 20 years at the executive level. He is a Fellow of the Society of Actuaries and a Member of the American Academy of Actuaries. Prior to joining Delta Dental in 2011, Tom served as Executive Director of Kaiser Permanente’s Western Regions, where he oversaw more than 30 actuaries and analysts in four states and five geographic locations. He also served as Vice President of Actuarial Services for Managed Health Network (a division of Health Net) and worked at two actuarial consulting firms: Reden & Anders and Actuarial Management Corporation. Prior to becoming a consultant, Tom was the sole actuary at Private Healthcare Systems. Tom began his career at Blue Cross Blue Shield of Massachusetts.

Tom holds a bachelor’s degree in mathematics and a master’s degree in actuarial science from the University of Connecticut. He is pursuing a Master of Business Administration from the University of Indiana Kelley School of Business.
